- U.S. Ambassador to Ukraine Carlos Pascual, speaking at a policy forum in Washington in the second week of January, as quoted by RFE/RL. The ambassador said the Kolchuha affair was the single most damaging incident to bilateral relations, although the Gongadze case, lack of media freedom and arms sales to Macedonia at a time of peace negotiations also contributed to the worsening of U.S.-Ukraine relations.
