For the record: U.S. report on implementation of Helsinki Accords
Following is an excerpt of the 18th Semiannual Report by the President to the Commission on Security and Cooperation in Europe on the Implementation of the Helsinki Final Act. The report covers the period of October 1, 1984, to April 1 of this year. The excerpted section refers to the Soviet Union's implementation of Principle VII of the Helsinki Accords' Basket I. Principle VII deals with respect for human rights and fundamental freedoms, including the freedoms of thought, conscience, religion or belief.
